DESCRIPTION and OBJECTIVES

The sesac community in Delft aims to reach a 33,500 tons CO2 reduction compared to 1990. The city council adopted the 3E Climate Plan 2003-2012. A major project is the use of low temperature residual heat in several building locations.

In the demonstration areas of Poptahof and Harnaschpolder, part of the Delft community active in the sesac project, the final energy demands are specified by CONCERTO constraints. Designers use specific insulation values and are free to choose further measures to reach these targets. The targets reached in the CONCERTO demonstration areas are even beyond Dutch regulations. The social housing renovation dwellings reach an energy performance equal to the present national standard applicable for new dwellings.

The first phase in the refurbishment program in Poptahof and the new dwellings in the Harnaschpolder area are part of the demonstration sites.

High-rise refurbishment buildings in Poptahof, include a dedicated Heat Transport Company which transports heat from the industrial site to building locations. Heat distribution and back up takes place within the individual building locations. In Poptahof, a 10 kWp photovoltaic (PV) system is mounted on the southern façade of one of the demonstration apartment buildings.


MANAGEMENT AND MONITORING

 A feedback and monitoring system stimulates further energy savings and cost cutting. As an example in the field of district heating and integrating EE measures, all 396 new and 200 renovation dwellings are suited for the use of low temperature based district heating in the Delft community.

 The sesac project will show innovative ways of attracting and securing financing and how to cooperate with the building industry in order to realise cost cutting and shared risk approaches. An energy service company will be established in Delft that finances energy saving measures in the refurbishment of social housing at no extra costs to tenants. A business case, together with legal and financial strategies for Public Private Partnership’s and integration in legislation is being developed for the low temperature wastewater-heating grid in Delft.
