Focus CONCERT’ACTION day and SUCIC Congress

CONCERTO’ACTION day of the Spanish CONCERTO communities.
6th November 2006, Hotel AC Cuidad de Tudela, Tudela (Navarra)

The CONCERT’ACTION day brought together participants from the different CONCERTO communities in different regions in Spain. Representatives of the Spanish communities:

  • Cerdanyola del Vallés (part of the POLYCITY project),
  • San Sebastian (part of the TetraEner project),
  • Viladecans (part of the cRRescendo project),
  • Zaragoza (part of the Renaissance project)

met together in Tudela (part of the ECO-City project).

 
 

This CONCERT’ACTION day was the first meeting of all Spanish CONCERTO cities together and offered the possibility for networking and knowledge exchange on the specificities of the Spanish projects. And there for sure was a lot to discuss.

Honourable Sir Mr. Casado Oliver, Mayor of the City of Tudela together with Mr. Molina Igartua, Head of the Unit Energy RTD of the DG TREN of the European Commission opened a day filled with round table discussions and interesting conversations. As the Mayor of the City of Tudela, Mr. Casado Oliver expressed his satisfaction about the event and stressed the importance of CONCERTO for the City of Tudela. Mr. Molina Igartua further explained that the aim of CONCERTO is to join forces and work together on one single programme leading the way to a sustainable future.

Following an introduction by CONCERTO Plus, explaining the role of CONCERTO Plus as support for the CONCERTO projects in terms of dissemination, policy recommendations, socio economic and technical monitoring the other parts of the day were

organised in an interactive way to ensure that all questions that really matter to the participants from the different projects will be taken into consideration.

The participants were asked to post questions they would like to discuss on a board in addition to some topics which have already been suggested by the CONCERTO Plus. The result was a broad variety of different discussion topics organised on the “topic gallery” to be discussed at different round tables in the plenary rooms allowing the participants to join the discussion the most interesting for them.

The round table set up provided a framework for an intense knowledge exchange on the following topics:

  1. The Energy Assessment of urban plans and mobility
  2. The stakeholders awareness in the filed of sustainable energy policy
  3. Barriers (existing or potential) against sustainable energy policy implementation in the communities
  4. ESCO (Energy Service Companies) problems and opportunities illustrating the various approaches of 4 different communities
  5. Spanish Networking lining out the next steps on the way to a Spanish national sustainable community network and discussing possible support on this way provided by CONCERTO Plus to the CONCERTO communities
  6. Feedback on dissemination tools established by CONCERTO Plus and definition of the working together in terms of dissemination

In addition, separately organised workshop on technical monitoring dealt with monitoring issues for the Spanish communities and gave the experts on the national level the possibility to exchange their experiences a whole day long.

The highly interesting outcomes of the several separate discussions were then summed up in a final plenary session. After a hard but successful working day the participants enjoyed a guided tour through the lovely town of Tudela full of historic anecdotes.

SUCIC SUSTAINABLE CITIES CONGRESS
7-9 November 2006, Hotel Tudela-Bardenas, Tudela, Navarra

 

After the pre-congress CONCERT’ACTION day Spanish experts from the CONCERTO communities and other interested participants met once more during two and a half days to listen to a series of different presentations, join debates and exchange their knowledge in the field of Energy Efficiency, Renewable Energy Sources and their integration and implementation to create Sustainable Cities as leading examples for future cities.

The Congress was officially opened by Mr. Molina Igartua, Head of the Unit RTD, DG TREN considered it an honour to officially open this important Congress. Mr. Burguete Torres, counsellor of the Environment Department of the Government of Navarra, and Mr. Armendariz Quel, counsellor of the Department of Industry and Technology of the Government of Navarra as well as Mr. Casado Oliver; Mayor of the City of Tudela emphasised that they are pleased to see such an event taking place in Tudela as it fits perfectly with the aims of the Government of Navarra.

After the official opening Mr. Hummelshøj, the project coordinator of ECO-City initiator of the SUCIC Congress, opened the working session by giving an detailed overview of the project activities. The other presentations of the local Spanish CONCERTO project coordinators of the POLYCITY, Crrescendo, TetraEner and Renaissance project revealed the differences and the similarities of the specific approaches of each project and showed the enormous potential of the Spanish sustainable communities and the CONCERTO projects as a whole when working together on a future vision.

The community of Navarra has an important position in the field of Renewable Energies and is the official headquarter of the National Centre for Renewable Energies (CENER), which is why the participants visited the windpark EÒLICA NAVARRA and the photovoltaic plant ACCIONA in the area.

 

The windpark with its impressive 150m high wind mills and the technical features of the photovoltaic plant deeply impressed the visitors even though active themselves in this field.

The second day was dominated by presentations from urban architects lining out the background on which the sustainable cities are built. The last day of the SUCIC Sustainable Cities Congress was dedicated to the building materials and the developments in this sector that enable Energy Efficient construction. Each session was followed by a debate providing room to exchange opinions and bringing interesting statements and making the other participants aware of important issues aside from the presentations.

This getting together of Spanish sustainable cities gave a good overview of the efforts already undertaken by the involved actors and showed clearly that there is a lot that still can be and has to be done in order to provide a sustainable future for everyone.
